工程建设的规章制度,如标准、规范、定额等基础工作,是开展和加强工程建设经济管理,提高投资效益,促进技术进步,保证工程质量的重要环节。到一九八六年已批准颁发的公路工程标准、规范及规程已有33本,其中有四本为国标,余为部标,另外有一套概预算定额及其编制办法,一套勘察、设计收费标准及公路工程基本建设项目设计文件编制办法。为使从事公路建设的各类专业人员了解这些规章制度,在此作一简要的介绍:
The rules and regulations of construction, such as standards, norms, quotas and other basic work, are an important part of carrying out and strengthening economic management of construction projects, improving investment returns, promoting technological progress and ensuring project quality.
