我国著名经济学家、《中华人民共和国招标投标法》的首席起草人、被境内外多家媒体誉为“中国招标投标大师”、“中国招标投标第一人”、“首创中国第一标”的武汉大学教授余杭,为我国招标投标的理论建设与实践的发展作出了卓著贡献,产生了巨大的经济和社会效益。正因为如此,余杭教授被学术界与实业界尊称为“余(杭)招标”,与“厉(以宁)股份”、“吴(敬琏)市场”等闻名于社会。 首创第一“标” 1981年,时任湖北省委书记的陈丕显到武汉洗衣机厂考察时.发现该厂的产品销路好,但经济效益却很不景气,原因何在?原来该厂70％的零部件来自外购,成品价格“长”一寸,零部件价格便“长”一尺。陈书记意识到,这是当时许多企业均存在的“怪结”,于是将这一任务交给了武汉大学。余杭教授受武汉大学校领导之命,前往洗衣机厂进行了全面而深入的调查研究,经再三斟酌,大胆而又慎重地向厂领导提出:要打开这一“怪结”,其最好办法就是招标! 然而,“招标”这在当时我国不仅是一个过于新异的词汇,而且被视为资本主义的“毒草”。余杭教授以其过人的胆识和在校领导以“武汉大学”声誉担保的支持下,说服了厂领导,实行了招标,这在我国尚属首次。招标公告一登,便震惊了大半个中国。投标者门庭若市,使厂
