毛泽东曾经说过,“全国开经济工作会议的时候有两个省不能不来,一个是浙江省,因为它是鱼米之乡,是中国的粮食生产基地;而另一个就是辽宁省,因为它是全国工业基地里的重中之重。”朱镕基说过,“全国工业企业振兴看东北,东北振兴看辽宁。”两人对辽宁的厚望其实是对东北的厚望。党的十六大明确提出支持东北地区等老工业基地加快调整和改造,支持以资源开采为主的城市发展接续产业。2003年,温家宝总理三上东北,东北经济振兴成了新世纪中国经济发展战略领域里的热点话题。在十六届三中全会上,党中央对东北经济振兴做出进一步战略部署。
