在今年二月召开的省十届人大五次会议期间,烟台市代表团高云建代表就莱阳市法院“庭长回归审判长本位”审判运行模式的情况提出议案。议案转至省法院后,尹忠显院长十分重视,对此作出批示:“这一做法值得总结推广”。丁义军副院长也作出批示:“如何在全省推广,请研究室、政治部论证后提出意见”。根据领导的批示要求,省法院组成调研组对莱阳市法院“庭长回归审判长本位”审判运行模式进行了调查研究。现将调查报告予以刊载,供全省各级法院在完善院、庭长办案制度的工作中参考借鉴。
During the Fifth Session of the Tenth National People’s Congress held in February this year, Gao Yunjian, representative of Yantai City delegation, put forward a motion on the trial mode of “president returning to presiding judge” in Laiyang City Court. After the motion was transferred to the provincial court, President Yin Zhongxian attaches great importance to this: “This approach deserves to be summed up.” Ding Yijun, vice president also made instructions: “How to promote in the province, please research room, the Department of Political opinion after the argument ”. According to the directives of the leaders, the provincial court formed a research group to conduct a research on the trial mode of “Court Chief Returning to Presiding Officer” of Laiyang City Court. The investigation report will now be published for reference by the courts at all levels in the province in the work of improving the handling system of presidents and presidents.
