法律的权威源自人们内心拥护和真诚的信仰,以及在此基础上形成的有权力就有责任、有权利就有义务的法治意识。法治意识是人们对法律发自内心的认可、崇尚、尊重和服从,是法治大厦的坚实外壳,与法制的钢筋龙骨一起构成了法治大厦的一体两面。当前,在全社会树立法治意识,需要加强法制宣传教育、需要增强法治意识的道德和文化基础并跨越制度之坎和实践之坎。
The authority of law originates from people’s innermost and sincere beliefs, and the power formed on the basis of this has the responsibility and the right and obligation to have the awareness of the rule of law. The awareness of the rule of law is the recognition, advocacy, respect and obey of people from the heart of the law. It is the solid shell of the rule of law building and together with the legal system of reinforced keel form one of the two sides of the rule of law building. At present, in order to establish the awareness of the rule of law in the whole society, we need to step up publicity and education on the legal system. We need to enhance the moral and cultural foundation of the awareness of the rule of law and to cross the threshold and practice of the system.
