近年来，在安徽五河、霍山、南陵三县率先试点的县级公共财政支出改革引起理论界和实际工作部门的广泛关注。2001年5月底，安徽省财政厅、财政部科研所、中国经济时报社、五河县共同召开了安徽省县级公共财政支出改革理论研讨会，与会的专家学者就县级公共财政支出改革的意义、问题、前景提出了很多有见地的观点。现摘编其中有代表性的发言，供决策者参考。
In recent years, the county-level reform of public finance expenditure, which took the lead in piloting three counties in Anhui Wuhe, Huoshan and Nanling, has aroused widespread concern in both the theoretical and practical departments. By the end of May 2001, Anhui Provincial Department of Finance, Ministry of Finance Research Institute, China Economic Times, Wuhe County jointly held a seminar on county-level public expenditure reform in Anhui Province. Experts and scholars attending the meeting discussed the reform of county-level public finance expenditure Meaning, problems, prospects put forward a lot of insightful point of view. Now, we will summarize one of the representative speeches for policy makers’ reference.
