在所有制改革中必须加强党的基层组织建设

党的十五大之后,所有制改革迅速展开,在社会经济结构巨大变革中,党的基层组织建设遇到了众多新的情况与问题亟待解决。党的基层组织是党组织的基础,是实现党的领导、完成党的各项任务最基本的依靠力量。党的基层组织健康活跃,党的整个组织就充满活力,党的基层组织坚强有力,党的事业才能走向胜利。在所有制改革中高度重视、努力解决党的基层组织建设面临的困难与问题,是当前加强党的建设搞好所有制改革的重要任务。一、所有制改革中党的基层组织建设遇到的新问题所有制改革使公有制有了多种实现形式,极大地改变了国企多年来党、政、经组织重合、目标同一的状态,在建立现代企业制度过程中,国企党的基层组织面临着如何理顺领导关系,如何建立党委,如何确定任务与职责等一系列问题。改革前,我国国有企业依附于政府,实行党的一元化领导,形成了党、政、经重合的组织特点。在实现目标与承担的任务上,更是处于同一的状态。这种情况虽然在经济体制改革中发生了很大变化,但政企不分、企业党组织与经营管理组织关系不明的问题并没有从根本上得到解决。其根本原因在于缺乏政策肯定又适合于市场经济环境的公有制实现形式,因而产权关系难以清晰。党的十五大提出公有制实现形式可以而且应当多样化,肯定了股份制作为现代企业一种资本组织形式的优点和长处,这就从理论与政策两个方面,为明晰产权提供了保障,从而也为彻底改变国企党、政、经组织重合目标同一的现象扫除了障碍。党的十五大以后,政企分开进展较之以前大为顺利,而党的基层组织建设却由于真正实行政企分开而面临着众多 After the 15th CPC National Congress, the reform of ownership system started rapidly. In the great changes in the social and economic structure, many new situations and problems were encountered in the building of the party’s grassroots organizations. The grassroots-level organizations of the party are the foundation of the party organization, the most basic relying force for accomplishing the party’s leadership and accomplishing all tasks of the party. The grassroots organizations of the party are healthy and active. The entire party organization is full of vitality. The grassroots organizations of the party are strong and strong, and the party’s cause can be victorious. Attaching great importance to ownership reform and working hard to solve the difficulties and problems that the party’s grassroots organizations face are an important task for strengthening the building of the party and improving the ownership system. I. New Problems Encountered in the Building of Party Grassroots Organizations in Ownership Reform Ownership reform has brought about many forms of realization of public ownership. It has greatly changed the state of state-owned enterprises over the years in which the party, government and the organization overlap and have the same goal. In establishing a modern enterprise In the system process, the basic-level organizations of state-owned enterprises are faced with a series of problems such as how to straighten out the relationship between leaders, how to establish party committees, and how to set tasks and responsibilities. Before the reform, the state-owned enterprises of our country attached themselves to the government and implemented the unified leadership of the party, forming the characteristics of the party, the government and the overlapping organizations. In the realization of the goals and tasks assumed, it is in the same state. Although this situation has undergone great changes in the economic restructuring, the issue of unclear relationship between the government and enterprises and the unclear relationship between the party organizations and the management organizations of enterprises has not been fundamentally solved. The fundamental reason lies in the lack of certainty of the policy and the realization of public ownership in a market economy environment, so the relationship between property rights is difficult to be clearly defined. The 15th National Congress of the Communist Party of China proposed that the form of public ownership can and should be diversified, affirming the advantages and strengths of the shareholding system as a form of capital organization of modern enterprises. This provides a guarantee for clarifying property rights from both theoretical and policy perspectives and thus Obstacles have been removed to completely change the phenomenon that the party, government and organization in the state-owned enterprises overlap with each other in the same goal.
