党的十一届三中全会以来,我国乡镇企业有了很大的发展,乡镇企业的崛起,带动了小城镇的建设。据统计,目前全国已有一万多个乡镇企业为骨干,具有城乡结合,工农结合特点的小城镇。有些小城镇已发展成为当地的政治、经济、文化、教育、卫生的中心和城乡联系的纽带。据初步匡算目前常在小城镇或小集镇上工作的人口近一亿。小城镇各类工业的总产值已占全国工业总产值的20%以上。显然。它在我国国民经济和社会发展中占有不可忽视的战略地位。
