根据空间大国最近公布的计划,目前人类对月球新一轮开发大致可分五个阶段:第一个阶段:从20世纪末到21世纪初。主要是利用探测器调查月球的地形,为基地选址,并画出月球资源分布等。这是无人阶段。第二个阶段:从2005年开始,少量人员将在月球上工作几天到几周,开始测量月球岩石中铁、铝和氦的含量。登月人员所需的氧气、食物、水和建筑材料等,将从地球用火箭运去。这是短期滞留阶段。
