我国已跻身全球第二大能源生产国和消费国,核能发展与核技术的应用日趋广泛,核安全问题也日益突出。本文在阐述和平利用核能的利弊与法律防治核能或有风险的必要性后,在总结我国放射性污染防治的实践经验与现存缺陷的基础上,提出完善我国和平利用核能法律体制的若干对策,以期更好地防范核能利用风险,保护人民的生命财产安全。
China has become the second largest producer and consumer of energy in the world. The application of nuclear energy development and nuclear technology is becoming more widespread and the issue of nuclear safety is also becoming increasingly prominent. After elaborating the practical experience and existing defects of radioactive pollution prevention and control in our country, this paper puts forward some countermeasures to perfect the legal system of peaceful use of nuclear energy in China after expounding the pros and cons of the peaceful use of nuclear energy and the necessity of legal risk prevention or control of nuclear energy. Prevent the use of nuclear energy well and protect the lives and property of the people.
