The international negotiating team that is drafting a treaty to curb global warming seeks to find a language that can garner U.S. support: the United States is the only country in the developed world that has refused to announce a target for stabilizing its carbon dioxide emissions. The progress has been slow, and the second two-week UNCC convention meeting ending in Geneva last week failed to reach any agreement to limit the accumulation of greenhouse gases in the atmosphere.
