当前暴力性犯罪出现的新情况和突出特点福建省近年来刑事案件总量直线上升。由此带来的社会危害性也进一步加剧。2000年至今年6月,刑事犯罪造成人员死亡3557人,伤害22777人,初步统计财产损失达32.9亿元人民币,远远超过以往的任何一个时期。犯罪的区域性特点日益明显,不同地区治安状况也有差异。从全省范围看,内陆地区治安秩序相对平稳,问题较少,沿海地区治安形势比较严峻,问题较多。而沿海地区又以福州、泉州、漳州、莆田的少数县(市、区)突出,且有向内地发展蔓延趋势。特别是近年来发生了一些影响大、震动大的暴力恶性案件,引起社会各界的普遍关注,公安机关也深感责任重大。从统计分析的情况看,在犯罪案件的数量上,沿海经济发达地区是高发案区,而偏远、相对贫困的山区县发案数则较低。近年来,全省刑事案件50～60％集中在福州、泉州、漳州三市,其中泉州市的刑事立案,相当于南平、龙岩、宁德三市的
