近年来,我省民族地区认真贯彻执行了《中共中央关于教育体制改革的决定》(下称《决定》),大胆突破了旧教育体制的桎梏,使教育战线发生了深刻的变化,取得的成绩是显著的。但是,教育体制改革是一项长期的、艰巨的任务,民族地区基础教育向来薄弱,在改革发展中遇到的问题尤多。下面笔者就普遍存在的一些问题,探讨如下。 (1)、关于制定推行九年制义务教育的总体规划。实行九年制义务教育,是现代文明的一个重要标志,是提高民族素质,建设社会主义现代化强国的一项基础工程。我省民族地区各县(市)能否根据自己的实际情况,制定出切实可行的、推行九年制义务教育的总体规划,直接关系这
