1985年8月5～7日,中国设备管理协会在京召开“协会出版工作会议”.马仪会长,国家经委副主任赵维臣、盛树仁出席会议.会议作出决定创办中国设备管理协会会刊《设备管理》(双月刊),并通过由19名同志组成的第一届编委会.编委会主任赵维臣、副主任盛树仁、柳汗工.杂志主编柳汗工、副主编陈昌伦、华士威、薛丕焕,负责筹备《设备管理》的编辑出版工作.1986年1月,《设备管理》(双月刊)正式创刊出版.李鹏同志和胡子昂同志为杂志的创刊题词祝贺.李鹏的题词是:“加强设备管理是提高产品质量和增进企业的经济效益的根本保证”.胡子昂的题词是:“为加强设备管理提高维修质量而努力”.1986年8月4～7日,在常州召开《设备管理》杂志宣传发行工作座谈会.1988年8月18～20日,在柳州召开《设备管理》杂志宣传发行工作座谈会.1989年1月,《设备管理》经国家计委领导同意,并报请国家新闻出版署批准,改用《中国设备管理》新刊名出版.1989年2月1日,《中国设备管理》杂志编委会召开在京委员扩大会议,国家计委副主任、编委会副主任盛树仁主持会议并作重要讲话.1989年5月,丁德立秘书长兼任《中国设备管理》杂志主编.
