仪征市铜山、月塘两乡针对村级建制小、干部人数多、集体经济薄弱、农民负担重等现状,从强化农村基层组织建设、减轻农民负担的高度出发,按照精干效能的原则,立足实际,因地制宜,合理调整村级建制,精简分流村级干部,取得了比较好的效果。两乡原有28个行政村、200名村干部,现调整撤并为17个村、精简分流139人,分别占原有总数的60.7%和69.5%。1、认真分析现状,统一思想认识。调整村级建制精简流干部是一项思想性强、难度大的工作。刚开始时反响较大,少数村干部存在三种思想反映:一是精简出班子怕失面子。二是怕被一脚踢开无依靠。三是辛辛苦苦干了多少年,没有功劳有苦劳,现在要精简没那么容易。少数乡干部也担心精简村级干部,怕人心浮动,影响村级班子
