一、制定背景燃油加油机的质量直接影响到国家和消费者的利益,是国家质检总局重点管理的强制检定工作计量器具,为此需要从制造源头把关,严格规范制造企业的生产过程。燃油加油机制造许可考核主要是依据JJF1246-2010《制造计量器具许可考核通用规范》和JJF1061-1999《税控燃油加油机制造许可证考核规范》进行的。其中JJF1246-2010属于通用规范,对加油机没有具体的考核指标和要求,在考核过程中不易操作。而JJF1061-1999是1999年由当时的国家质量技术监督
