四川省根据卫生部出台的《居民健康档案基本框架和基本数据元》等多个有关基于健康档案的区域卫生信息平台建设的规范和标准,从建设原则、总体目标、建设内容、系统功能四个方面,对四川省基于健康档案的区域卫生信息平台建设进行了规划,并利用思科“思蜀援川”项目资金自主建立和开发了四川省健康档案数据中心及管理平台,并在四川德阳市投入使用,应用效果比较满意,同时,作者对在研究开发过程中的关键技术及采取的措施进行了充分地讨论。
