黑龙江省龙江县处于新华夏系三隆起带, 大兴安岭隆起区的东缘与第二沉降带,松辽区西缘的衔接地带,全县位于大兴安岭南麓,大兴安岭与松嫩中下游,由于夏季降雨量大而且集中,沿岸洪滞灾害频繁。全县有1江、11河(嫩江,野马河、苇蓬河、乌力根河、罕达罕河,库堤河、济沁河、雅鲁河、白山河、库勒河、绰尔河、麒麟河), 流经境内总长为426公里。目前,沿岸各乡营造防护柳林占总面积的20%,经调查,其防护柳林主要有三大特点:
