背景:4月22日,国家版权局办公厅正式发布《关于规范网络转载版权秩序的通知》,明确规定互联网媒体转载他人作品必须先获授权,并对转载内容支付报酬。这意味着互联网媒体免费使用传统媒体内容的时代行将结束。(4月23日《新京报》)作品的发表与转载,须获得作者授权并支付稿酬,是保护著作权的一项重要制度,我国《著作权法》对此有明确规定。授权许可作品发表或转载,是著作权人依法享有的人身权;获得相应报酬,则是著作权人应当享有的财产权。两项权利的设置,体现了法律对著作权人创造性劳动的肯定和经济补
