国家治理体系和治理能力现代化是一国最为核心的软实力。提高软实力首先在于观念变革与制度创新,有什么样的国家治理理念就会有什么样的制度设计与制度安排,什么样的制度安排也反映出什么样的国家治理理念。计划经济对应着一种制度设计理念,而市场经济对应着另外一种设计理念,各自都有内在的整体性与一致性。
The modernization of the national governance system and governance capacity is the most central soft power in a country. The first is to improve the soft power concept innovation and system innovation, what kind of national governance philosophy will have what kind of system design and institutional arrangements, what kind of institutional arrangements also reflect what kind of national governance philosophy. The planned economy corresponds to a system design concept, and the market economy corresponds to another design concept, each with its own integrity and consistency.
