小型手扶拖拉机是指功率在5马力以下(一般为3～5马力)的手扶拖拉机,它是适应农村生产责任制的一种小型农村动力机形式,据不完全统计,已有十多个省、市完成了20多种这类小型手扶拖拉机的研制,1982年机械工业部曾对其中主要的10多种机型组织进行了对比试验和评定,而后向农村各种专业承包户推荐了表1所列的五种3～5马力小型手扶拖拉机型,这些小型手扶拖拉机已在农业生产中普遍使用。我国的茶园耕作管理作业,一向主要依赖人工进行,花工大,劳动繁重,广大茶区对实现茶园耕作机械化要求十分迫切。六十年代起茶区不少地方就曾尝试利用当时已有的手扶拖拉机在茶园中进行中耕除草等作业,因当时仅有的12马力等手扶拖拉机体形大,在茶园中作业易损伤茶树枝条,加上稳定性差,操作困难,未能取得理想的使用效果。
