本文认为,通过转换企业经营机制,使多数国有企业成为真正独立并具有竞争力的市场主体,是当前建立社会主义市场经济新体制的基础性工作.过去国有企业改革进展不快的一个重要原因,是比较重视改革经营方式,而对改革整个企业制度、尤其是产权制度重视不够.当前在贯彻《条例》过程中,应该把改革经营方式和改革整个企业制度结合起来,重塑国有企业制度;同时,还要充实和发展《条例》.股份制可能是一种比较恰当的企业组织形式.
