In terms of communications policies, at present, various departments focus more on incentive policies and less on demand policies. Institutional reform has reached a crucial stage. With the introduction of the Telecommunications Law, we can observe the changes in the functions of the regulatory body itself, the changes and adjustments in priorities. Under the new technological challenges, under the new market competition environment, under the background of the government transformation, our supervisory system should be further improved. 2006 is the starting year of the “Eleventh Five-year Plan”. From a strong power strategy, we can judge that the next five years will be industry development and regulation.
