党的十一届三中全会以来,大同矿务局在改革、开放中为进一步增强企业活力,提高经济效益,全面推行了总承包,并收到较好效果。现在的问题是,怎样从改革运行机制出发,进一步完善总承包,适应社会主义商品经济的发展,并以此为契机,逐步建立起具有煤矿特色的现代化企业经营管理制度和特大型企业的模式。根据大同矿务局推行总承包的实践,在此提出一些进一步完善总承包的新思路。
Since the Third Plenary Session of the 11th CPC Central Committee, Datong Mining Bureau has implemented the general contract and received good results in the process of reform and opening up to further enhance the vitality of enterprises and increase economic efficiency.
