加入WTO,意味着我国必须逐步开放国内市场,更大幅度地削减关税和非关税贸易壁垒,增加市场准入的程度和机会,走向自由贸易。这是进一步扩大开放以及建立和发展社会主义市场经济的需要,既是机遇又是挑战,有人形象比喻为“与狼共舞”。机遇将成为发展的动力,挑战将不可避免的带来冲击。处于经济转型时期的中国经济面对的问题是,既不能由于冲击而停止开放,也不能由于开放而放弃必要的适度保护。面对同一竞争规则,面对更加严峻的竞争现实,抓住机遇扩大开放,面对挑战实行适度贸易保护政策,是“入世”后中国经济的客观选择。
The accession to the WTO means that China must gradually liberalize its domestic market, slash tariffs and non-tariff trade barriers more drastically, increase the degree and opportunities for market access and move towards free trade. This is a need to further expand opening up and establish and develop a socialist market economy. It is both an opportunity and a challenge. Some people like to describe it as “dancing with wolves.” Opportunity will be the driving force of development, and the challenge will inevitably bring about the impact. The problem facing the Chinese economy during the period of economic restructuring is that it can neither stop its opening up due to its impact nor can it give up the necessary moderate protection due to its opening up. Faced with the same competition rules, in the face of tougher competition, seizing the opportunities to expand openness and facing the challenges of implementing proper trade protection policies are the objective choices of China’s economy after China’s accession to the WTO.
