基本单位不仅是统计的基础,也是整个国民经济的基础。“十一五”期间,浙江省基本单位稳步增长,私营企业迅速发展;产业结构由“二三一”向“三二一”稳步迈进;环杭州湾、温台沿海地区优势明显;基本单位向服务业聚拢;就业结构趋向合理,劳动生产率不断提高。为加快基本单位结构优化,进一步促进浙江经济转型升级,现提出四点建议,一是鼓励创业,支持民营经济,推动基本单位数量不断增长;二是扩大企业规模,培育企业集团;三是推进城市化进程,打造现代化产业集群;四是鼓励自主创新,发展新兴产业,优化产业结构等。
The basic unit is not only the basis of statistics but also the basis of the entire national economy. During the “11th Five-Year Plan” period, the basic units in Zhejiang Province grew steadily and the private sector developed rapidly. The industrial structure steadily progressed from “231” to “321”; the coastal areas around Hangzhou Bay and Wentai, The advantages are obvious; the basic units gather in the service industry; the employment structure tends to be reasonable and the productivity of labor continues to rise. In order to speed up the optimization of the basic unit structure and further promote the economic restructuring and upgrading of Zhejiang Province, four suggestions are put forward: First, to encourage entrepreneurship, support for the private economy and promote the growth of basic units; second, to expand the scale of enterprises and foster enterprise groups; third, to promote cities The process of building a modern industrial cluster; Fourth, encourage independent innovation, the development of new industries, optimizing the industrial structure.
