石油特别收益金政策是国家以税收手段宏观调控石油的生产和消费的一项重大举措,这一政策对建设资源节约型、环境友好型社会具有积极的政策导向,促进了我国保护石油资源,节约石油资源,高效利用石油资源,增强石油企业以及整个社会保护、节约和高效利用石油资源的意识。但它的实施也需要考虑国内石油行业的特点,体现其科学性
The special oil recovery policy of oil is a major move by the state to macro-control oil production and consumption by means of taxation. This policy has a positive policy orientation for building a resource-saving and environment-friendly society and has promoted China’s efforts in protecting petroleum resources and saving Petroleum resources, the efficient use of oil resources, oil companies and enhance the overall social protection, conservation and efficient use of oil resources awareness. However, its implementation also needs to consider the characteristics of the domestic oil industry and reflect its scientific nature
