对民主集中制的制度价值产生质疑的主要依据有这样三个:一是认为民主集中制的根本原则是集中,而不是民主,所以民主集中制本身并不能体现民主;二是认为民主集中制产生于革命时期,是特殊历史时期的产物,它可以有效地服务于革命的需要,却不能有效地服务于和平时期;三是认为民主集中制与斯大林现象之间存在着逻辑上的必然联系。上述三个质疑是偏颇的,应该准确科学地理解和把握民主集中制。
