甘肃省张掖市于2001年7月开始,在所属临泽县梨园河灌区开展了以实施水资源总量控制、定额管理、明晰水权、结构调整和建立用水者协会为主要内容的节水型社会建设试点。经过近两年的试点,取得了显著的成效,灌区内各用水户的节水意识明显提高,在取得大幅度节水效益的同时,实现了农民增收、经济转型、生态良性发展的目标。
