前言我国现行的《关于矿井和露天矿开拓煤量、准备煤量和回采煤量划分范围、计算方法和矿井巷道划分范围的规定》(简称三量规定)是煤炭工业部于1962年颁发的内部文件。它在平衡采掘关系和稳定煤矿生产方面有着重要的控制作用。经过20几年的执行结果,我们发现它还存在一些相当严重的问题。在圈定可采煤量方面计有如下四个方面: 1、按《三量规定》圈定出来的开拓煤量实际上是准备煤量,而不是开拓煤量;
Preface China’s current “on the open pit mine and open pit coal, coal preparation and coal preparation to divide the scope of the calculation method and the scope of mine roadway delineation” (referred to as the amount of three regulations) issued by the Ministry of Coal Industry in 1962 Internal documents. It plays an important controlling role in balancing extractive relationships and stabilizing mine production. After 20 years of implementation, we found that there are still some serious problems. In the delineation of the amount of coal that can be reclaimed, there are four aspects as follows: 1. The amount of reclaimed coal delineated by the “Three Provisions” is actually the amount of coal to be prepared rather than the quantity of coal exploited.
