2008年的春运,壮阔而悲凉。在广州几十万旅客滞留车站的背后,是政府和社会的援助;在各地高速公路因冰雪被迫关闭的背后,是一线交警的辛苦;在多个省市因运输不畅导致拉闸限电的背后,是电力工人生命的代价……每当灾难袭来的时候。在无助的人们眼中,政府就是最坚定的希望。但是,到处拥挤的人群,不断出现的死亡事件、殉职事故,使这场危机不断升级。一场雪灾,不仅引爆了积压多年的安全隐患,也暴露了政府在面对公共危机时,快速反应能力的种种缺憾。
