财政收入是一个地区经济运行质态和综合实力的体现,是政府履行职能、经济社会稳定协调发展的财力保障。但是,当前济南市中心城区受财政收入基数大、税源相对不足、政策减收因素增多等不利因素影响,财政增收面临着前所未有的困难和挑战。为促进财政增收,要进一步突出特色,优化资源,促进楼宇经济快速发展;加大政策扶持力度,积极推进重点项目建设;增强工作力度,营造良好氛围,全面提高招商引资质量和水平;加强护企协税力度,建立全方位工作机制;增强发展活力,优化区域经济发展环境。
Financial revenue is a manifestation of the quality and comprehensive strength of a region’s economic operation and a financial guarantee for the government to perform its functions and achieve a coordinated economic and social development. However, due to unfavorable factors such as large fiscal revenue base, relatively insufficient tax sources, and an increase in the number of policy deductions, the current urban centers in Jinan are facing unprecedented difficulties and challenges.
