1992年11月在哥本合根举行第四次缔约国会议,决定对破坏臭氧层的受控物质进一步进行削减,其中CFC(氯氟烃)到1996年1月1日完全停止使用,也即比原定日期(伦敦会议协议到2000年停止使用)提前4年,到1994年要淘汰75％。在该会议上还决定到2030年淘汰HCFC(含氢氯氟烃),到2004年削减35％,到2010年削减65％,到2015年削减90％,到2020年削减99.5％。
