民族地区扶贫工作曾起到重大作用，但在社会主义市场经济条件下传统扶贫模式难以为继，必须按经济规律探索双赢的扶贫制度。本文在总结成功的民族地区扶贫工作经验的基础上，对“移地开发，体外造血，体内循环”这一扶贫新模式进行了深入的剖析，认为要在民族地区搞好扶贫工作应在机制上实现从计划机制到市场机制的转变，实行制度创新。
