东汉政府在征讨羌人起兵失利的情况下 ,决定弃边徙民 ,企图以此平边患 ,保中原。家居边郡的王符目睹边患 ,特别是东汉政府弃边举措给边民带来的灾难 ,坚决反对弃边内徙 ,主张救边、安边、实边 ,认为有国必有边 ,缩边削地不能保国安宁 ,只有平息边患 ,使边疆安定 ,国家才能安宁 ;只有采取优惠的政策移民实边 ,开发边地 ,才是平边患、保中原的良策
Under the circumstance of the Qiang People’s Armed Forces being defeated, the Eastern Han Government decided to abandon the border migration in an attempt to plague and safeguard the Central Plains. At the same time, Wang Fu, a resident of Bianjun Prefecture, witnessed the troubles, especially the disasters caused to the people by the Donghan government. He firmly opposed the abandonment and migration and advocated that the rescue should be carried out in the vicinity of the border. Only when the frontier area is stable and the country can be tranquil can only the preferential policies be taken to resettle the frontiers and develop the frontier areas.
