山东胶州市委先进性教育办公室王寿鹏、韩帅:在保持共产党员先进性教育活动中,基层党政部门应结合自身实际,不断提高四种能力。其一,科学决策能力。决策正确与否,直接关系所在地区、行业、单位的发展方向、兴衰成败和前途命运。要保证决策科学,既要吃透“上情”,还要明了“下情”,将二者有机结合,贯通到工作的各个环节中去。其二,贯彻落实能力。我们提出的战略构想和工作目标能否实现,任务能否完成,关键取决于落实。抓落实、见实效是一个领导班子和领导干部能力大小和素质高低的试金石。抓落实,没有捷径可走,只能扑下身子,从干好每一件小事做起,一步一个脚印,一件件突破,一项项落实。其三,化解矛盾能力。基层党政部门面临的社会矛盾多、棘手事情多,处理不当,就有可能带来社会动荡,给经济社会发展造成损失和影
