清朝入关之前,太祖、太宗不置宦官,“祖宗创业,未尝任用中官。”入关以后,顺治帝沿袭明代宦官制度。额定宫中内监人数千余名,归属内务府管理,以后太监陆续增加,最多时超过三千人。鉴于“明朝亡国,亦因委用宦寺”的教训,清朝严防宦官专权干政,顺治十年(1653年)作出规定:一、非经差遣,不许擅出皇城;二、职司之外,不许干涉一事;三、不许招引外人;四、不许交接外官;五、不许使弟侄亲戚暗相交接;六、不
