完善区域合作机制。一是建立协调机制,加强区域政府层面的协商。包括建立京津冀晋蒙五省区市高层领导定期会商机制、政府间协调机制和政府对口部门协调机制。二是建立市场机制,形成区域一体化共同市场。加快建立商品物流、产权交易、技术交易、人力资源、信用征信、碳排放指标交易等共同市场。三是建立补偿机制,妥善解决区域利益分配问题。重点建立区域资源补偿机制和生态补偿机制。
