本文利用数据包络分析方法研究了上海市22个开发区的效率和全要素生产率,在此基础上对上海开发区的资源配置效率进行了分析。认为:上海开发区的生产效率主要来源于规模效率,存在重规模,轻技术的问题。由于大多数开发区仍然处在规模收益递增阶段,因此适当扩大开发区规模实现总效率的提高,依然是有效的,但更要注重通过技术进步使产业结构得到进一步完善。
In this paper, the data envelopment analysis was used to study the efficiency and total factor productivity of 22 development zones in Shanghai. Based on this, the efficiency of resource allocation in Shanghai Development Zone was analyzed. It is considered that the production efficiency of Shanghai Development Zone mainly comes from the scale efficiency and the problem of heavy-scale and light technology. Since most development zones are still in the stage of increasing returns to scale, it is still effective to appropriately expand the scale of development zones to achieve an improvement in overall efficiency, but more attention should be paid to further improving the industrial structure through technological progress.
