一、现行政策 国有企业下岗职工的医疗保障与我国社会医疗保险的改革和发展密切相连,更是“两个确保”之一。 根据中共中央、国务院《关于切实做好国有企业下岗职工基本生活保障和再就业工作的通知》(中发[1998]10号)等文件精神,国有企业下岗职工主要指国有企业正式职工,他们因企业生产经营等原因而下岗,但尚未与企业解除劳动关系,而且没有在社会上找到其他工作。
I. Current Policies The medical insurance for the laid-off workers of state-owned enterprises is closely linked with the reform and development of China’s social medical insurance. It is also one of the “two guarantees”. According to the document of the CPC Central Committee and the State Council, “Notice on Effectively Doing a Basic Assurance and Reemployment of Laid-off Workers and Staff Members of State-owned Enterprises” (Zhongfa [1998] No.10), laid-off workers from state-owned enterprises mainly refer to formal employees of state-owned enterprises Enterprise production and management and other reasons laid off, but not yet with the business termination of labor relations, and did not find other jobs in the community.
