政策执行是公共政策中的关键环节,决定着政策能否达到预期的效果。但是由于地方与中央的利益的冲突以及其他一些环节的偏差,常常会导致“上有政策,下有对策”的现象。本文将从这一现象着眼,深入分析我国目前公共政策执行中的问题及其出现的原因,并提出政策建议。
Policy implementation is the key link in public policy, which determines whether the policy can achieve the expected result. However, due to the conflict between local and central interests and some other deviations, it often leads to the phenomenon of “having policies and countermeasures.” This article will focus on this phenomenon, in-depth analysis of China’s current public policy implementation issues and their causes, and put forward policy recommendations.
