城市化对经济发展和社会进步具有重要的促进作用,人口和财富的集中,促进了生产力的发展,提高了社会的效率。同时,城市化过程中的城市灾害风险也在增大,一旦发生大的灾害,可能会给人的生命、物质财富以及社会运行秩序带来严重破坏。加强城市灾害的管理是各国共同面临的重大课题。民盟中央于2003年10月21日举办了“灾害与社会管理”专家论坛。现将部分专家提交的论文摘要刊载如下:
Urbanization plays an important role in promoting economic development and social progress. The concentration of population and wealth promotes the development of productive forces and improves social efficiency. At the same time, the risk of urban disasters in urbanization is also increasing. In the event of a major disaster, it may cause serious damage to human life, material wealth and social order. Strengthening urban disaster management is a major issue that all countries face together. The Central Committee of the Central Committee of the League of the People’s Republic of China held an expert forum on “Disaster and Social Management” on October 21, 2003.
