拒借图书,是读者需要又未能满足的图书、是馆内应藏而又缺藏的图书。它能较准确地揭露“藏”与“用”的矛盾,确切地说是矛盾的焦点。因此,拒借统计应作为补充藏书的主要依据之一。如果不做“拒借统计”及其分析,就难以准确掌握读者需求的全部情况和缺藏情况,不利于指导藏书建设。一个馆各类藏书的比例及复本量的确定,往往以读者对各类图书的利用比例为依据,然而“利用”直接受到“藏书”的限制,常常不能确切表示读者
