经济体制改革是一项巨大的系统工程。改革方案的优劣是改革成败的关键。任何一项成功的改革方案,其社会效益都不亚于某项技术革新,甚至不亚于某项科学发明。国际上为了鼓励科学发明,设立了“诺贝尔奖”及其他各类奖。为了实现改革大业和鼓励为改革出谋献策,我认为应该设立改革方案设计奖。建立改革方案设计奖,一是有利于使人们积极参与改革,并便于统一思想,二是能更好地体现人民群众当家作主的原则,发挥各界能人贤士的聪明
Economic restructuring is a huge systematic project. The pros and cons of the reform program is the key to the success or failure of the reform.
