1956年国务院《关于加强国家档案工作的决定》发布后,我局就实行了由业务部门立卷归档的制度。“文化大革命”中这一制度受到破坏,出现了文件分散、积压,案卷质量下降的情况,到1974年才又恢复了这一制度。党的十一届三中全会以后,档案工作经过拨乱反正,这一制度不仅得到肯定,而且在实践中还得到了进一步加强和完善。现在各业务处室已把立卷归
After the release of the State Council’s “Decision on Strengthening the National Archives Work” in 1956, the Bureau implemented a system of filing by the business department. This system in the “Great Cultural Revolution” was damaged. There was a situation of fragmentation and backlog of documents and a decline in the quality of the files.
