燕山水库工程质量实行项目法人负责、监理单位控制、施工单位保证和政府监督相结合的质量管理体制。质量监督机构通过对各参建单位质量管理体系的监督检查,不断改进管理人员的责任心;通过确认项目划分,以项目划分主线,统一质量标准,规范建设程序,搞好质量行为和工程实体的监督抽查工作;贯彻执行质量缺陷备案制度、及时通报工程建设中存在的问题等方式,使质量监督工作得到了更好的落实,充分发挥了政府监督的作用。
