当前青海省经济运行的特征和面临的困难,是经济进入新常态的客观反映,既有青海发展阶段性的鲜明特点,又是“三期叠加”的具体体现。全省各级财政部门既要看到有利条件和积极因素,进一步增强信心,又要保持清醒头脑,充分估计困难和挑战,科学分析新常态下财政领域的趋势性变化,把认识新常态、适应新常态、引领新常态作为今后一段时期做好财政经济工作的根本要求,切实做到观念上适应、认识上到位、方法上对路、工作上得力,勇于担当,积极作为。(一)更加注重扩大收支规模,切实提升财政保
At present, the characteristics and difficulties faced by the economic operation in Qinghai Province are the objective reflection of the economy entering a new normal. Both Qinghai’s staged distinctive features and concrete manifestation of the “three-period superposition” are also evident. The financial departments at all levels in the province should not only see favorable conditions and positive factors, further enhance their confidence, but also keep a clear head and fully assess difficulties and challenges.
