在社会主义市场经济深入发展和农村改革不断深化的新形势下,发展壮大村级集体经济,已经成为推动农村经济持续、快速和健康发展,增强基层党组织整体功能的重要而紧迫的任务。一、充分认识发展壮大集体经济的重要性发展壮大集体经济有利于增强村级党组织的凝聚力和战斗力。集体经济是基层党组织凝聚力、感召力和战斗力得以充分发挥的重耍物质基础,是农村党支部带领群众脱贫致富的必要经济条件。而集体经济薄弱的村,不仅干部难选、工作难搞,而且党支部腰杆不硬,形不成合力,无法为农民提供产前产中产后服务;个别村,党组织管理职能严重弱化,村级管理职能严重削弱,党组织的战斗力无法有效地发挥;一些村封建迷信沉滓泛起,宗族势力重新抬头,“门徒会”等反动组织死灰复燃,严重地干扰了党的各项方针政策在农村的实行,造成农村社会治安恶化,个别村党支部甚至丢失了阵地。因此,发展壮大集体经济不仅是关系带领群众脱贫致富的经济问题,而且是关系党在农村的阵地能否保住、党的执政地位能否巩固的重大政治问题。

The villages with weak collective economy are not only hard-pressed cadres and hard-to-handle work, but their branches are not hard-waisted and unable to provide prenatal and postnatal services for peasants. The management functions of individual villages and party organizations are seriously weakened.
