中国经济社会发生的深刻变革,给社会管理带来新的问题和挑战。创新社会管理必须突破传统的管理格局,制度重构就成为关键环节。本文阐述了“社会管理”及“社会管理创新”的内涵,提出了社会管理创新具有强烈的价值色彩,需要实现政治价值、经济价值和文化价值。指出了基于价值理念基础进行社会管理制度重构,能更好地体现社会管理创新的时代色彩、内在规律,均衡、合理地分配社会管理主体利益,促进社会协调发展和良性运行。
The profound changes that have taken place in China’s economy and society have brought new problems and challenges to social management. Innovation in social management must break through the traditional management pattern, institutional reconstruction has become a key link. This paper expounds the connotation of “social management” and “social management innovation”, and points out that social management innovation has a strong value color and needs political value, economic value and cultural value. It points out that the reconstruction of social management system based on the concept of value can better reflect the color and inherent law of social management innovation, balance and rationally distribute the interests of social management entities and promote the coordinated development and benign operation of society.
