目的总结经验,完善方法,形成湖北省中小学校和托幼机构公共卫生风险隐患管理制度性建议,为更好地开展湖北省学校公共卫生风险管理工作提供借鉴。方法采用文献分析、历史资料分析、对比分析、满意度调查、典型案例调查等方法评估湖北省中小学校和托幼机构公共卫生风险隐患排查整治行动实施的成效。结果湖北省中小学校及托幼机构公共卫生风险排查显著降低了突发公共卫生事件风险隐患的级别和数量,各类卫生设施明显改善,师生的卫生应急意识和卫生应急知识普遍增强;有效地降低了学校突发公共卫生事件的数量;产生了较大的社会效益。结论湖北省开展的中小学校和托幼机构公共卫生风险隐患排查整治行动在理论上具备科学性及创新性,各地区在开展该项工作中也各有所长,亮点突出。但全省在设置卫生室和配备保健医师方面的相对欠缺,学校公共卫生风险排查工作机制有待完善。
Objective To summarize the experience and improve the methods to form institutional suggestions on the management of public health risks in primary and secondary schools and nurseries in Hubei Province so as to provide reference for better carrying out public health risk management in schools in Hubei Province. Methods The effectiveness of the investigation and rectification of public health risks in primary and secondary schools and nurseries in Hubei Province was evaluated by literature analysis, historical data analysis, comparative analysis, satisfaction survey and typical case investigation. Results The investigation of public health risks in primary and secondary schools and nurseries in Hubei Province significantly reduced the level and quantity of potential risks of public health emergencies. The health facilities of all kinds were obviously improved. The health emergency awareness and health emergency knowledge of teachers and students were generally enhanced. Effectively Reducing the number of school public health emergencies; have a greater social benefits. Conclusions The investigation and rectification of potential public health risks in primary and secondary schools and nurseries in Hubei Province are theoretically scientific and innovative. Each region also has its own strengths in highlighting this work. However, there is a relative lack of health clinics and health physicians in the province, and the work mechanism of public health risk screening in schools needs to be improved.
